SINGAPORE: Singapore will have four more green corridors that will link up parks and nature reserves, and the National Parks Board is involving the community to help grow these green links.

Called "Nature Ways", it is hoped the green corridors will encourage movement of birds and butterflies from one green area to another.

It is the first of a slew of programmes to mark 50 years of greening in Singapore. On 16 June 1963, former Prime Minister Lee Kuan Yew planted a Mempat tree at Farrer Circus, which signified the start of Singapore's greening campaign.

The Kheam Hock Nature Way is one of four that will be created over the next two years. The other three are in Admiralty, Tampines and Yishun. In total, the Nature Ways are expected to be 60 kilometres long.

The idea is to fill the Kheam Hock area, which spans some 100 hectares, with plants that attract birds and butterflies to create a Nature Way that will link the Central Catchment Nature Reserve with the Singapore Botanic Gardens. 

On Saturday morning, National Development Minister Khaw Boon Wan took the lead by planting the bird-attracting native Nipis Kulit tree.

Poon Hong Yuen, CEO of NParks, said: "Nature Ways are really routes on which we plant many native plants to attract birds and butterflies and other types of nice, beautiful wildlife. 

"The more important thing, also, is to connect up nature areas. So, for example, for the Kheam Hock Nature Way, it will connect up the Central Catchment Nature Reserve and the Singapore Botanic Gardens. 

"But I think the most important and exciting aspect of the Nature Way is that we're going to involve the community...helping us to create our City in a Garden.

"The final product will be a very lush streetscape that's a bit different from the normal roadside trees. In a sense, it's almost like a linear forest because it's supposed to draw wildlife out of the forest into another green area."

To reach out to the wider community, NParks will also involve schools.

Mr Poon said: "Actually the school is a very good place to start, because we have many enthusiastic young people who care for the environment and they also have links to the residents in the area. So that's how we bring in the community to help us plant and help us co-create the environment."

At the Singapore Chinese Girls' School (SCGS), students learn how to tend to a nursery.

Shanmugam Sangeetha, a Secondary 3 student of SCGS, said: "The duties are actually watering, weeding and fertilising the plants. We also have a plant sale in May where we sell these plant species to the public so that we educate them to enhance biodiversity in their living areas."

The plants are sold to residents in the neighbourhood who want to spruce up their own gardens.

But the green thumbs who want a hand in nurturing Singapore's Nature Ways can approach NParks to find out what plant species suit that area best.

Mr Poon said: "Over the years, we have learnt and identified the type of native plants that attract certain types of birds and butterflies. So for example, butterflies are very picky. They'll only latch on to one type of plant - similar things with the caterpillars. So with this knowledge, we know what sort of plants to plant on the Nature Ways to attract the type of birds and butterflies that we want."

Rebates for new cars with lower carbon emissions

SINGAPORE: Owners of cars which are more fuel efficient and emit less carbon will enjoy rebates of up to S$20,000, under the new Carbon Emissions-Based Vehicle Scheme (CEV).

It will apply to all new cars, taxis and imported used cars registered from 1 January 2013.

The new CEV Scheme will replace the existing Green Vehicle Rebate scheme that expires on 31 December 31 2012.

To qualify for the rebates, the vehicles must have carbon emissions of less than or equal to 160 grammes (g) carbon emissions per kilometre (CO2/km).

The rebates range from S$5,000 to S$20,000, based on the emission bands determined by the Land Transport Authority (LTA). They will be used to offset the Additional Registration Fee (ARF) payable. Cars with carbon emissions equal to or more than 211g CO2/km will incur a registration surcharge of between S$5,000 and S$20,000. The surcharges will take effect six months later, from 1 July 2013, to give consumers and the motor industry more time to adjust.  As for taxis, which have higher mileage than cars, the CEV rebate and registration surcharge are 50 per cent higher - at between S$7,500 and S$30,000. The LTA hopes that this will encourage taxi companies to opt for vehicle models that are more environmentally friendly. Non Euro V-compliant diesel models, which emit significantly more fine particulate matter, will not enjoy the ARF rebates, even if they fall within the emission bands for rebates.  However, if they fall within the surcharge bands, the CEV surcharge will still apply. The CEV will apply until 31 December 2014.  The LTA will then review the scheme and look at its impact on consumers, technological advances and Singapore's efforts in climate change. The LTA is also helping consumers make more informed decisions on vehicle models that are more fuel efficient and emit less carbon. A Chinese company has released a time-lapse video of its construction of a 30-storey mega hotel in just 15 days.

Released by the Asian sustainable building firm Broad Group, the video shows the impressive infrastructure being constructed within a 360-hour time frame in the China’s south central Hunan Province.

Using cutting-edge building technology, which uses six times less cement and is believed to be five times more energy efficient than regular construction material, the 17,000-metre-squared earthquake-proof skyscraper was completed at the end of 2011.

The Ark hotel was built using pre-fabricated modules and uses a diagonal steel bracing.

The remarkable building also boasts a filtration system with air 20 times purer inside than outside and can withstand a 9.0-magnitude earthquake, as tested by the China Academy of Building Research.

　　深圳、天津与苏州三座城市携手迈入“万亿元俱乐部”，去年的生产总值均超过万亿元大关，让中国“万亿元城市俱乐部”的成员由上海、北京、广州三家增至六家。

　　深圳市市长许勤在8日的深圳五届人大三次会议上指出，预计深圳去年的生产总值（GDP)突破1万1000亿元（人民币，下同，约2259亿新元），增长10%以上。此外，来自苏州、天津近期的“两会”数据也显示，苏州去年的地区生产总值预计达到1万500亿元，天津则达到1万1300亿。

　　这也意味着，包括原有的上海、北京与广州，中国目前已有6座城市的GDP总量跨入“万亿”行列，且全部集中在东部沿海地带。

　　中国习惯以“万亿元俱乐部”成员来形容经济总量超过万亿的省份或城市。除上述城市外，中国尚有省级的“万亿元俱乐部”。

　　在2010年，中国共有17个省份进入这一“俱乐部”，排名前三的分别为广东、江苏与山东。而在2011年的数据中，预计中国至少有22个省份的经济总量超过这一数字，约占全国省份的三分之二。

　　三个新晋级的“万亿”城市中，以华北直辖市天津的经济增速最为亮眼。2010年中国各城市GDP排行榜上，天津位列第六，地区生产总值为9108.83亿元，尽管目前尚未有最终的详尽数据，但据预测，天津2011年的经济总量将超越苏州，并可能超越深圳，成为中国经济总量第四的城市。

　　不过，在交出漂亮成绩单的同时，这些城市也同时面临着资源短缺、人口密度过大、发展后劲不足等问题。

　　北京大学中国经济研究中心副教授余淼杰在受访时指出，中国“万亿元俱乐部”城市数目的增加，无疑对城市化的推进有正面作用，但这也同时意味着存在风险，包括资源进一步向城市集聚、城乡收入差距不断加大等。

为寻求可持续发展，深圳近期也首度明确“外溢发展”的战略。在前日的深圳市五届人大三次会议上，市长许勤表示，深圳经济发展的外部压力和土地、资源、环境等内部约束都在加大，未来深圳将以“外溢发展”来突破城市空间制约。

　　余淼杰则指出，中国未来的主要发展策略是“西进”，东部沿海区域的产业是否具有强劲的发展后劲，取决于这些产业的发展是依靠自身竞争力，抑或是依赖政府的优惠政策。

　　中国下一个“万亿元城市俱乐部”成员将花落谁家？目前在中国城市经济总量中排行第7的西部直辖市重庆，或将摘取这一“桂冠”。

　　重庆市市长黄奇帆本月8日在该市的“两会”上指出，去年重庆的经济总量比上年增长了16.5%，经济增幅在全国居首，全年的生产总值接近1万亿元。

TO ENCOURAGE more Singapore-based companies to participate in the Tianjin Eco-city, International Enterprise (IE) Singapore is offering a new 'Tianjin Eco-city Assistance Programme' ('TAP Programme') for Singapore companies.




Ms Grace Fu, Senior Minister of State (SMS) for National Development and Education and Vice Chairman of the Singapore-Tianjin Economic and Trade Council (STETC), announced this at the Sino-Singapore Tianjin Eco-city Investment Promotion Seminar organised by IE Singapore on Friday.



Singapore-based companies can now enjoy a grant of up to $150,000, to set up a physical presence in Eco-city, develop in-market expertise for key staff and penetrate the local market .



Located within the Tianjin Binhai New Area, Tianjin Eco-city has attracted some RMB 1.19 billion ($232 million) - making up 46 per cent of Eco-city's total commercial investments - from Singapore-based companies as of December 2010.



Apart from the investments, over $22 million worth of consulting projects have been awarded to about 20 Singapore-based companies since the Eco-city's establishment in April 2007. Key Singapore investors for the Eco-city include Pan Asia Water, PV World, Keppel District Heating & Cooling Systems and STSE Engineering Services.



From January - October 2010, bilateral trade between Singapore and Tianjin amounted to US$1.37 billion ($1.77 billion). During the same period, Singapore's actual foreign direct investments in Tianjin hit US$0.28 billion with 19 projects.

What are the eligibility criteria?


To qualify for support under the Tianjin Eco-city Assistance Programme, you must be a Singapore-based company with clear internationalisation plans, and have:

-An annual total business spending of at least S$250,000 over the past three years

-A minimum paid-up capital of S$50,000

-At least three managerial staff

参与天津生态城建设 企业可申请企发局津贴

新加坡国际企业发展局（IE Singapore）推出新的支持计划，帮助新加坡公司参与到天津生态城的建设。




　　国家发展部兼教育部高级政务部长傅海燕昨天在中新天津生态城推荐会上宣布这个计划。



　　这个天津生态城援助计划（TAP Programme），将帮助解决公司面对的常见问题，例如缺乏对当地市场的了解，以及缓解最初在生态城成立办公室的开支压力等。



　　在这个计划之下，本地企业可获得最高达15万元的津贴，可用于在生态城设立市场推广办公室，或开发主要员工的市场专业知识，以及拓展当地市场。



申请者须符合数条件



　　要申请该计划需符合以下条件：申请公司必须为新加坡企业，并具备清晰的国际化计划，同时公司过去三年的年业务开支必须至少达到25万元，最低缴足资本为5万元，至少拥有三名管理人员。此外，根据不同的用途，申请企业还需要满足一定的营业额要求。



　　刚刚在今年初出任中新天津生态城投资开发有限公司总裁的何东雁表示，合资公司在生态城开发房地产业务，同时也建造道路、基础设施、学校、商业和工业园区，促进经济发展也是合资公司职责的重要一部分。



　　他指出，过去两年里生态城吸引了本区域的多家知名发展商投资，接下来的发展希望能让更多的新加坡发展商参与其中。



　　目前，四平方公里的起步区已经快速成形，道路、绿化、基础设施等也逐步完成。第一批生态城居民预计在2011年底入住。



　　何东雁还特别介绍了生态商业园和生态工业园区。前者将发展成为研发、培训、实验、创新和产业文化的中心；后者将打造成为绿色工业园，采用节省能源的材料、太阳能技术和雨水收集技术等。



　　他透露，接下来针对商业园有一个特别想法，将把高质量、环保和新加坡标准带进商业园，并成为新加坡公司的基地。新加坡中心将为公司提供商业支持，作为那些想进入生态城发展的公司的培育中心。



　　傅海燕表示，生态城的建设取得如此好进展的重要原因在于生态城位于经济增长迅猛的天津，而且比邻北京；另外一个成功的原因则是来自新加坡和中国政府对生态城的大力支持。



　　作为转变型经济发展方式的综合示范区，中国中央政府将大力支持天津的基础设施和经济发展。



在生态城注册企业两年已达300家



　　据天津生态城管委会副主任崔广志介绍，生态城着力发展高端化、高智化、高新化战略新型产业，重点发展生态环保、科技研发、总部经济、服务外包、文化创意、教育培训等产业。在两年里，已经有300家企业在生态城注册，累计注册资金超过200亿人民币。



　　本地企业中，吉宝置业、DP Architects、艾伦格禧律师事务所（Allen & Gledhill）和新科（Singapore Techonologies）等企业也已经加入其中。
